In his strategy, HE Teodoro Obiang Nguema Mbasogo took into account an important lesson from development experiences. Improving the living conditions of populations, in particular the most vulnerable, is an essential condition. Improving the level of education of populations is also considered an economic, social and political condition for development. In this strategy, which emerges from the development plans implemented, a conception of the State is emerging. Teodoro Obiang Nguema Mbasogo does not believe in an administered management of the economy, smothered in a straitjacket. It is the duty of the public authorities to carry out major works that only the State can finance, to improve the living conditions of citizens, to ensure social solidarity for the benefit of the most deprived and also to set the rules for a healthy competition between operators. The State regulates, directs without operating directly. Teodoro Obiang Nguema Mbasogo is aware, and he has affirmed this on several occasions, that the success of the development process he has initiated requires a mode of governance that guarantees equality in access to aid and public goods. , the transparency of decisions, the widest consultation, the association of all interested parties in decision-making, the obligation of public service, the enhancement of the act of citizenship. Teodoro Obiang Nguema Mbasogo has officially affirmed on many occasions in his various interventions the need for social dialogue, consultation, improvement of public service. Teodoro Obiang Nguema Mbasogo therefore has a vision of the country's economic future and he has on his side his ability to be a political leader, one who is capable of setting a course, showing the way and above all encouraging popular support for a grand purpose. A considerable effort has thus been made and the country has experienced a great boom in education at all levels. In his development strategy, Teodoro Obian Nguema Mbasogo has a vision well established in terms of industrialization. It is not for him to limit himself to the reconquest of the internal market, even if this is considered a priority. The Equatorial Guinean company, public and private, must resolutely face the external markets and impose itself on the international scene by the cost and the qualities of its products. It must opt ​​for cutting-edge techniques and develop creation and innovation. Equatoguinean products will not be of inferior quality, they must be state-of-the-art, in competition with those of large companies. Innovation must be constantly developed, being the essential factor of growth. In Equatorial Guinea, the transport sector is undergoing a real transformation. A large number of projects have been carried out or are in the process of being carried out, in order to make this sector more efficient and more effective in its contribution to the economic development of the country. The sector, established by the State as a priority in view of its importance and its direct impact on the quality of life, has benefited from a substantial envelope within the framework of development programs which have resulted on the ground in a significant development in the sector. The strategy laid out by the sector aims to develop the transport offer to meet the mobility needs of people and goods, improve the quality of service by reducing travel time, meet the logistical needs of economic operators and ensure sustainable development while favoring inter-modality and the interconnection of different means of transport.

But Teodoro Obiang Nguema Mbasogo has his little idea in mind: "to make his little Guinea" a viable and frequentable nation. This is how he widened the plateau of his exports with the valorization of wood in 1980. From 1990 he proceeded to the diversification of development partners to the chagrin of the colonizer and the French. He opened his country to new Asian partners (China and Japan), and in 1994 the foreign trade balance showed a surplus. We are in the pre-oil period, as if to say that Teodoro Obiang Nguema Mbasogo did not wait for the discovery of oil deposits to make Equatorial Guinea the pearl of CEMAC. Indeed, on discovering block B, Teodoro Obiang Nguema Mbasogo knows that he cannot rely on oil alone to lead his country towards emergence. A man of dialogue and always listening to others, he organized the National Economic Conference in Bata in 1997 to set the priorities to be achieved in favor of his people. Improving living conditions and fighting poverty top the list. The sectors of health, education, electrification and distribution program, basic urban infrastructure are planned and prioritized in the medium term.A projection over a period of 10 years, with the construction of Malabo Dos (Malabo 2) which makes us forget the sad colonial past is in the prince's line of sight. By the way, Malabo 2 has nothing to do with colonial heritage: on virgin lands, engineers from all over are building a modern city that has nothing to do with the sad African colonial cities. And in the same vein, the Guinean is happy to be offered a new modern city on the mainland, precisely in Oyala in 2011. Agriculture is not at all outdone because, the evidence is that the manna oil will stop sooner or later. Hence the launch of the conservation program for agricultural products in Bata. And all this could not be possible without the development of the road network crossing forests and now rallying the whole country. The whole is completed by the servicing of the maritime sector and the air sector which benefit from significant investments and now place Equatorial Guinea far ahead of most countries in the region. At the end, Teodoro Obiang Nguema Mbasogo has the ambition to make his country, its ports, its airports, its roads a hub and the best breaking point for freight loads from all over the world.
